Hartsel sits at about 8,860 feet where US 24 meets Colorado 9, on the South Platte River between Spinney Mountain and Antero reservoirs. This is the open heart of South Park: wide grassland, big sky, and a great deal of land that has been divided into lots but never built on.
Dream Ridge works out of Toponas, in Routt County, so Hartsel is a long trip for us. That is why we concentrate on the bigger jobs here, and the kind of work where several tasks can be done in one visit.
Thousands of Lots Waiting to Be Built On
Park County’s master plan counts more than 20,000 platted lots across the county, nearly half of them around Hartsel, and about 16,000 vacant parcels in the Hartsel area alone. If you have bought one of those lots, the first real work is usually getting in and getting a building site ready.
That means a driveway that stands up to wind, snow and spring mud, a level building pad, and grading that moves water away from the house rather than toward it. Doing all three in one visit is exactly the kind of project that makes the drive worth it.
Wells, Septic and Careful Siting
Most homes around Hartsel rely on their own well and septic system, and Park County’s master plan is frank that geology and water constraints make that difficult in parts of the area. Where the well, the septic field and the house sit on a lot matters, and it is better decided before the pad is dug.
Septic permits and site evaluations are handled by Park County’s Environmental Health office. David’s septic installer registration covers Routt County only, so we do not quote septic installation in Hartsel on it. We are glad to plan the rest of the site around whatever the county approves.

In Park County, building permits come from the county Building Department, and Environmental Health handles septic and driveway permits. The county itself points out that these are separate departments. A driveway cut permit is required before building a driveway onto a county or private road.

Yes, as a larger project. We are based in Toponas, so we plan Hartsel work as one visit that covers the driveway, the building pad and the grading together.
Who issues permits for building in Hartsel?
Park County’s Building Department issues building permits, and its Environmental Health office handles septic and driveway permits. They are separate departments, so each needs its own application.
Can you put in my septic system?
Our septic installer registration is with Routt County, and septic in Park County is permitted through the county’s Environmental Health office. We do not quote septic installation in Hartsel on our Routt County registration.
